The gap between the socket head bolts and retract frame has no effect. The rubber dampers are tightened against the bottom plate with the bottom nuts (not seen in the picture) and then the socket head bolts are tightened into the dampers with the upper nuts floating between the dampers and the retract frame (the upper plate in the photo). The upper nuts are then snugged up against the bottom of the retract frame to provide a bit of pre-compression of the dampers. At this point the compression of the dampers is keeping the retract frame against its rotational stop so the space between the top plate and the head of the bolts doesn't matter.
